- If you count on someone, you depend or rely on them to do something.
If you count on something, you expect it to happen, expect to receive it, etc. - 人に対して count on を使う場合、その人がすることに頼ること、つまり、当てにする、という意味です。
物事に対して count on を使う場合、何かが起こることや、手に入ることを期待する、という意味です。

a: You understand how important this presentation is, right?
b: Yes, I do. Don't worry, you can count on me. - We're counting on you to close this deal.
- You can always count on Victor to come up with a brilliant idea or two.
- We're counting on your full cooperation.
