To say that someone has been somewhere means that they were there in the past.

To say that someone has gone somewhere means that they left for that place AND are there (or on their way there) now.

has beenは、過去にある場所に行ったという経験を表します。

has goneは、ある場所に向かって出発し、今その場所にいる(あるいは行く途中)という意味です。

1.a:Have you ever been to Paris?
b:Yes, I was there just last summer. It was beautiful!
  
2.a:Where's George? He's not at his desk.
b:He's gone home. He wasn't feeling well.
  
3.(on the phone)
a: Is Mr. Swanson in?
b: I'm sorry, but Mr. Swanson has gone to Osaka for the day. May I take a message?
